I was just reacting to part of his comment, I guess I didn't quote very 
well.
I do not find this decision that the standard took surprising; it seems 
like the natural and logical choice. It requires overhead, but it's the 
only way to make it work with re-entrant functions, which is the most 
basic guarantee all multi-threaded functions should fulfill.
