Turns out it didn't work out that good ...

The fusion testcases compile, unfortunately they are around 10% slower to
compile with that patch applied ...
What i have done is to simply avoid full specialisations of the form:

template <>
struct some_impl<some_tag> ...

The idea was to avoid eager instantations when this particular feature wasn't
used. Looks like we have a false friend here. Maybe i missed something. Would
be glad if someone points to what i miss.
