The way it kind of once worked was that you merge libraries pretty much
directly after the previous release, then twiddle your thumbs until the
beta and release dates.
The way it tends to work in reality is that everyone panics their work
in at the last moment possible, or slightly later.
In the end, it's a massive misunderstanding between authors that played
it safe and assumed that the lack of any announced dates meant that
release merging was in some way delayed, and the release managers which
run on a fixed internal unannounced clock, assuming that everyone knew
their thoughts.
