Most of the actions are performed automatically by the modbot.
Sometimes I run the script locally or make manual changes.

The current procedure of modularization does not preserve history.
The repos at https://github.com/boost-lib are for testing purposes. Before
we do the final move to Git, these repos will be recreated.

The procedure is simple: Someone with admin rights simply adds the new user.
Currently, that would not make much sense, because the modbot automatically
deletes all content from repos that is not part of boost svn.
