Well, it's been checked in, and tests are running - and there's been lots of discussion ;-)
It needs more tests, and docs (which I hope to write this week), and a final home.
boost/utility seems to be the consensus as to where it should live.
Unless I get docs/more tests written (which I hope will happen) it won't be part of 1.53.0
