I am submitting my Google Summer of Code proposal for review.
My proposal is for the Boost.ThreadPool library. It will be based on work done here: https://svn.boost.org/trac/boost/wiki/SoC2013#Boost.ThreadThreadPool

Thanks goes to Vicente J. Botet Escriba for pointing out that Boost does in fact has LockFree concurrent data structures.
