Isn't there actually just a single offical maintainer of Boost Build,
which may be the problem ? If that maintainer does not have the time or
the will to make changes or to add code, then quite probably nothing
will get done. Unless of course others, who are knowledgeable about the
bjam language and the Boost Build "libraries", are also available to
maintain and add to the Boost Build code. Other than Steve Watanabe, who
may also be busy or unavailable, I do not know of any others who have
actively helped maintain Boost Build.
