I didn't see this mentioned and probably goes without saying: the 
regression matrix has MinGW-w64/gcc 4.4, 4.5, 4.6, 4.7, 4.8.

Also, though boostrap.sh is broken, this should work (under msys bash):

     cd BOOST_ROOT/tools/build/v2/engine

     ./build.sh mingw

That should build BOOST_ROOT/tools/build/v2/engine/bin.ntx86/bjam.exe.
