It almost sounds as if you are looking for an SSL implementation. If so,
then there is an SSL integration in Boost.Asio.
If not, then you may want to look at:
o Crypto++ (see Sergey's reply),
o NaCL [ http://nacl.cr.yp.to/ ]
o libsodium [ https://github.com/jedisct1/libsodium ]
