We don't need a Boost-wide agreement to proceed. To move a file from module
A to module B, we only need agreement from A and B's maintainers and lack of
objections from the Boost community. This is easier to achieve that
Boost-wide agreement, although in some cases B's maintainer may not be
thrilled to accept responsibility for something he didn't write or design
but will need to maintain.

The problem with Utility is that it doesn't have a maintainer.
