It should go into boost/core/lightweight_test.hpp and be documented. I 
should have written the documentation for it a long time ago, in fact.

boost/utility/null_deleter.hpp should probably also be 
boost/core/null_deleter.hpp. New headers should go into core/, legacy 
headers can stay as-is unless we feel a sudden desire to make everything 
regular. :-)
