Update:

Boost.Config:
- Now owns cstdint.hpp, including tests and documentation
Boost.Core
- All relevant headers are available in boost/core, I can remove
empty_deleter.hpp if we don't want it there
- All documentation converted to QuickBook and viewable at
http://boostorg.github.io/core/
- Updated documentation for lightweight_test a bit

I'll get to ref() next, and then get to moving other pieces to Boost.Core.
