I suspect the experience is very different for someone who has a login
and uses Trac regularly, but I can assure you that for someone
"outside", it is nigh unapproachable and is indeed "broke".
To this date, I have never successfully achieved the insurmountable
challenge thus presented by a maintainer: "just post an issue to Trac".
(I have the same problems as Deniz Bahadir, that started this discussion.)
Of course, changing systems isn't necessarily going to improve that.
Perhaps the focus should be just on fixing the broken captcha in the
current system -- although since it's been reported as broken for well
over 5 years and nothing has been done to fix it, I have little hope of
such.
