End users for Boost are anyone who consumes Boost. That's
devs/testers mostly.

Yes. But maybe setting _WIN32_WINNT to 0x600 or 0x601 will cause
Boost or users of Boost to break. A period of time with that turned
on so people can find problems (if any) before turning it on
permanently might be wise.

I would *assume* 0x601 will be problem free, but I can't say for
sure. I doubt anyone currently can.
