Have you tried contacting either of the library developers to see if
they are still interested in maintaining the library ? I see an e-mail
for one of them, Eric Friedman, in the libs/maintainers.txt list. If
there is no interest by them in maintaining the library I don't
personally see why you should not be the official maintainer of the
library. But I do not know who actually decides on such things.
