I have to disagree with this.
a) The above cited link doesn't specify support for boost build as a
requirement.
b) No one complained during the review that lack of support for boost
build inhibited them from reviewing the submission.
c) The fact that support for boost build may be required for library
acceptance doesn't imply that it should be necessary for review.
