Bugfixes (and new features, to a more limited extent) don't get backported.

If someone reports a bug in older Boost, generally the first response is 
"use the latest Boost".  Which is not an unreasonable response, but it 
illustrates the problem with assuming that those using C++03 can just 
stick with an older version forever.
