Why "Boost"? i.e. Why not just start a fresh new collection of libraries?
You can easily impose whatever requirements you want regarding build
systems, assumption of all C++11 features available, documentation formats.
Any interested library authors (existing Boost library authors, or
otherwise), will contribute if they like your ideas, or just not get
involved if they don't care enough about your ideas.
It just seems like the route you're pursuing is going to frustrate you
further if it gets no traction.
