  Boost.Build runs vcvars32.bat once, calculates
the changes that it made to the environment, and
writes its own batch script that makes the
same changes.  The reason for this is that
on some version of msvc, running vcvars32.bat
on every compiler invocation causes a noticeable
slowdown.
