Whereas reporting problems with Intel C++ 17.0 on Windows, when it would ne too costly for Boost library developers to buy a license just to test the compiler, is not likely to lead to a solution without the developer being able to use the actual product.

Good point, I see that a Linux license is available here: https://software.intel.com/en-us/qualify-for-free-software/opensourcecontributor but there is no Windows license for open source work. I will follow up internally.
