If the qualifications aren't exactly the same they are pretty similar in
my view.

This has a lot of common with my vision for the boost library incubator.
It would create and opportunity for the library to create a following.
It would permit reviews to be gathered in advance of the review. so
that the role of the review would be more routine.

To my disappointment it hasn't been successful in this regard. That is
my motivation for promoting this idea.
