The QuickBook documentation format is very easy to use, and the
documentation for it is sufficient to get pretty good results:

It is more difficult to set up Doxygen and the XSL stylesheets to
produce a QuickBook reference section, but I think that's an inherit
difficult problem.
I think the toolchain is more than adequate as-is for generating stock
QuickBook.
