Users of release packages don't run `b2 headers`, they expect all
headers to be already present in the root boost directory. Headers from
libs/chrono/stopwatches are not.
The problem is still present in RC1.
Boost list run by bdawes at acm.org, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
