This question has been asked a number of times before (as an internet search will reveal).

I believe that the simple answer is that Boost software library https://www.boost.org does not, and cannot, have a ECCN number.

I do not see how the 'item falls under the jurisdiction of the U.S. Department of Commerce', or any other.

As the license https://www.boost.org/users/license.html will reveal, it is software freely available worldwide to download without
charge.
