But why would those people participate, when if they do happen to win,
they are then expected to face their fears?

I suppose it might encourage submissions from people who have no
intention of "finishing", which might in turn inspire others to use
particular techniques that hadn't been originally considered.

Which might be good for Boost, to get the best possible design -- but
doesn't mesh well with the idea of offering a monetary incentive.
