A useful exposition of wow the sausage is made. This a perfect example 
of why expanding the committee's scope to design of complex libraries is 
not a great idea.  It doesn't scale.  Adding mroe committees, adding 
more members, etc. will only make the problem worse.  The only hope is 
to carefully limit scope of the committee to what it is actually good at.

It's not the language, it's not the committee, it's not the people on 
the committee.  It's that they have chosen to expend their efforts on 
the wrong thing.
