I've made this change. depinst.py now automatically installs the
"essentials" libs/config, libs/headers, tools/boost_install, and
tools/build.
Boost list run by bdawes at acm.org, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
