It means no doing "../../lib/thread/.." from some other lib to get at the
build files or anything else. I'm almost certain we don't to that for
headers. We used to do it a fair amount in the jamfiles. But I only found
one of those yesterday. Most likely this will fall out naturally from being
modular anyway.
