It's clearly there.

#if !defined(__EXCEPTIONS) and !defined(BOOST_NO_EXCEPTIONS)
#  define BOOST_NO_EXCEPTIONS
#endif

and it does similar things for plenty of different compilers, not just GCC
or Clang.
