[review][fixed_string] review period extended to Dec 8

After conversation with the review wizards, the review period for 
candidate Boost.FixedString
is extended till Sunday, Dec 8. Hopefully this will allow for some more 
reviews to come in and
for the ongoing discussions to stabilize.

So, if you're considering to submit your review, now is the time to 
reserve some time to do so.

Thanks to everybody who has contributed so far, it is a very productive 
review we're having.
