Bug fixes in Boost.URL

I would like to ask for permission to merge the following bug fixes to
master in Boost.URL:

- c97bc278: parse_query does not recreate string_view
- 0ca58467: url_view string_view constructor requires non-url_view_base
- f2bb191b: IP-literal can be IPv6addrz
