It's about enforcement. A document called "strongly enforced code of
conduct, all people are welcome, even and especially those from
disadvantaged groups!!!!!.txt" taking up 25% of a website is going to be
useless unless it is believed in and enforced by a community. Calling it
something other than "code of conduct" because calling it "code of conduct"
is offensive to 'some people' is a nice signal that a place should be
avoided by 'those darn people always going on about inclusion'.
