A More Welcoming Community

We could stimulate participation, help the community cohesion, and provide
a convenient place to post a rules reminder link. When someone signs up for
the mailing list there can be an option checkbox if they want to have their
name announced to the list. For example, upon signup, mailman could send
something like this:

    From: boost_at_[hidden]
    Subject: New Member

    Please welcome "Patrick Programmer" to the Boost Developer's mailing
list!
