There is no particular procedure with casting your vote besides emailing this list. It is purely based on your analysis of the library do you think it should be accepted, rejected, or accepted at a later time once certain conditions have been fulfilled? As review manager I compile all the votes, analysis, and will provide a final ruling typically within a few days of the review period closing.
