Same definition as I've used for other uses of "modular". When you can
build the library docs with only the specific dependencies for building the
docs are available. The ideal, of course, being only needing to have the
doc building tools installed. I.e. avoiding needing boost-root and the
boost-root structure is ideal. IMO.
