Yes, although XEP will handle FOP-1 extensions as well.  FOP sadly is very 
picky and you need different XSLT options depending on whether you're 
building with FOP-0.2 or FOP-0.9 :-(

You're correct that this is flaky: currently you need to edit the Jamfile to 
match the FO-processor you're using so that you actually get some FO output 
it can parse :-(

Suggestions for doing it better are always welcome!
