I've done one better and replaced the remaining
sections with headings, so the pages are finally
showing up (mostly) correctly.

But now that I've pointed project.root to
http://beta.boost.org/development as suggested,
manually replacing background.png or editing XSL files
is no longer an option.  The best I can do for now is
to turn off the header until I can figure out how to
show a custom logo.
