Subject: [Boost-docs] Docs now building from Windows command prompt with Cygwin toolchain

After a lot of work by Steven Watanabe, it is possible to build Boost
documentation from the Windows command prompt using the Cygwin
toolchain.
I personally see this as the preferred way to build Boost docs under
Windows because:
* Working from the Windows command prompt is more natural than bash to
many Windows users.
* Docs can be built easily and naturally from within Windows batch files.
* The Cygwin installer makes maintenance of the Cygwin toolchain really easy.
* Windows developers are often already using Cygwin for other purposes.
I've added a "Windows, using the Windows command prompt and Cygwin
toolchain" section to the "How to..." docs.
