You can use an anchor:

http://www.boost.org/doc/libs/1_46_0/doc/html/quickbook/syntax.html#quickbook.syntax.phrase.anchors

They didn't work that well in the past, but they should be better now.
You should put them before (not inside) the thing you want to link to.
It's still best to give sections explicit ids as they're used to
generate the file names.
