You still need to do that in docbook. For one example, I had to change
the way paragraphs are generated to stop quickbook from wrapping block
templates with paragraphs.

Also, you and Steven are probably talking about different things, the
way the grammar used to be and the way it is now. I've rearranged it
so that the distinction isn't so pervasive. It's pretty messy at the
moment, I do want to try to clean it up a little. Although that isn't
easy to do without breaking everything.

That's been fixed. Newlines after block markup have been optional
since 1.46 (Sorry, I forgot to mention that in the change log, it's
was part of 'Rearrange the structure of the grammar').
