[ublas] aCC - array placement new

Hi Toon,

I think this effects you most. The current Boost tests show your FFT-aCC 
compiler is returning 253 (-3) from the 'placement_new' tests. This indicates 
we can enable BOOST_UBLAS_USEFUL_ARRAY_PLACEMENT_NEW for the compiler.

Any ideas about a version so such check can be added to 'config.hpp'
