[ublas] Bindings downloadable releases

Hi there,

I found that there weren't any current versions of the bindings available for 
download anywhere but from CVS. To lower the barrier of entry, I've tarred up 
a snapshot, which I intend on updating when (if) major things happen in the 
bindings.

Get yours at http://news.tiker.net/software/boost-bindings.

I've also pointed the Wiki at the page. Remove the link if you're opposed to 
this.
