[ublas] norm_2 may return QNAN

Hello,

If macro BOOST_UBLAS_SCALED_NORM is defined and if the first component of 
a vector is zero the norm_2 function will return QNAN.

I posted this bug in this newsgroup first time three years ago. Then again 
one year ago. The bug is still there.
