I've committed the current BLAS and LAPACK bindings to the sandbox; it's at
http://svn.boost.org/svn/boost/sandbox/numeric_bindings/

It is primarily an upload and bugfix commit. I'm looking forward to
feedback, especially on the BLAS low-level bindings.
