Attachements no longer allowed

Attachements on boost list postings are no longer allowed.

If this proves to be a problem, we will re-enable them.  But most
attachments seem to be things which should have gone in the
files/vault, or been included in the message, or not posted in the
first place.  Coupled with a fear of attachment viruses, it seems
best to disable attachments.
