My own suggestions for criteria:
- Older and better tested libraries are to be preferred.
- Separate things should be submitted separately. The
committee shouldn't have to decide whether it wants
graph algorithms in order to decide whether it wants
smart pointers.
- Dependencies should be minimized. Basic pieces of
infrastructure should be submitted first.
- And, of course, the most obvious criterion: pieces
that seem to be of broad general interest should be
submitted first.
The two pieces that immediately come to mind for me are
smart pointers and integer types.
