[boost] --comment option for compiler status tables

Regression testers,

An option "--comment path" has been added to compile_status. It copies the 
file named by path into the HTML status table. Thus the file should contain 
valid HTML.

The purpose is to add comments, particularly a bit more about the 
environment and who runs the tests.

So for the Win32 tests I run, my comment file has been setup to contain:

   <p>Tests run under Windows 2000, SP3, by Beman Dawes</p>

Hopefully other regression testers will supply appropriate comment files 
for their setups.
