I haven't heard about boost proposals, suspecet there are none.
But there 2 outside candidates :
1) dtemplatelib (Database Template Library), which uses ODBC, but AFAIK
author don't want to waste time for moving it to boost.

2) OTL which works with Oracle(native lib)/DB2(native lib)/ODBC.
