[boost] Hotfix or full 1.31.1 release? [mainly regex]

Folks,

I'm starting to accumulate a number of regex fixes/patches now, that could
usefully be released as either a hotfix for 1.31.0, or combined with other
1.31.0 fixes to make a full 1.31.1 release.  So which should it be - this is
mainly going to be determined by whether the regression testers are prepared
to switch their testing back to the release branch I guess.
