I'd like to put the NTP library up on the sandbox but I need to be able to build documentation first. [1.33.0] Partial thaw on branch for fixing the remaining failures

The RC_1_33_0 branch is partially thawed so that we can fix the remaining failures for release. I've started the regression notifications again, this time on the release branch: when no more failures show up, we release. Library authors: for any failures that you will not fix, mark them as expected failures on the branch. If you believe there is a configuration problem on one of the test machines, write to the list to say what you think is going on and we'll try to get it fixed. Hi, I ran a shareware HTML link checker on release candidate 1, and found 334 broken links; I'm attaching the report. A few of them appear bogus ("Error: invalid syntax"), and some appear to reflect the temporary unavailability of news.gmane.org, but most appear legitimate. I'll volunteer to fix as many of them as I can, if it's not too late to make it into the relapse. Some I can't fix, because I don't know where they're supposed to point. VC8?

I don't use Visual C++, but people here talk like VC8 is still in beta. So why are we treating it like a supported compiler? Shouldn't we wait for VC8 to be finalized? (That means telling users to wait until 1.34 or stay with VC7.1.)
